An Act improving drinking water quality.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

(a) Notwithstanding chapter 29C of the General Laws, sections 16 of chapter 275 of the acts of 1989 or any other general or special law to the contrary, to provide an adequate supply of safe drinking water, the department of environmental protection shall develop a pilot program, to be administered by the Clean Water Trust established in said chapter 29C, to provide grants to gateway municipalities and the city of Boston for replacement of lead water distribution pipes. Subject to appropriation, the Clean Water Trust may apply amounts appropriated to the Water Pollution Abatement Revolving Fund under paragraph (a) of said section 16 of said chapter 275 and any investment earnings thereon. Grants for replacement of distribution pipes shall constitute drinking water projects for the purposes of said chapter 29C.

(b) Municipalities shall distribute grant funds to residents whose annual income is at or below the median income for residents of the municipality.

(c) All applications for grants for the replacement of distribution pipes shall be subject to section 127B½ of chapter 111 of the General Laws.

(d) No application for funding under this chapter shall be granted after June 30, 2026.
