SECTION 1. (a) A natural gas distribution company doing business in the commonwealth or any affiliate of such company shall install an overpressure safety valve and an alert to all customers in the event of an overpressure failure event of natural gas supplied to a residential dwelling.
(b) The alert and safety valve shall be installed after a pressure regulator and shall be installed in an outdoor space and shall, upon the failure event, safely release natural gas into the atmosphere.
(C) The alert shall include an alarm equipped with a voice alert warning occupants to evacuate and call 911, a siren and strobe lights. The voice alert and siren shall be no less than 85 decibels in volume.
SECTION 2. The department of public utilities shall promulgate rules and regulations for the implementation of this act not later than 180 days after its enactment.
