SECTION 1. Notwithstanding chapter 42 of the General Laws or any other general or special law to the contrary, the town board of registrars shall place upon the ballot for the regular town election in 2021 in the Town of Agawam the following question:
“Shall the term of office of the mayor of the town of Agawam be 4 years?”
If a majority of the votes cast in answer to said question are in the affirmative, the term of office of the mayor of the Town of Agawam shall be 4 years and shall continue until the election and qualification of their successor, beginning with the 2021 regular town election.
SECTION 2. If a majority of the votes in answer to the question in Section 1 are in the affirmative, the following changes shall be made to the Charter:
§3-1(b) shall read: “Term of Office – The term of the office of the mayor shall be four years beginning on the first Monday of January following his or her election until his or her successor is qualified.”
SECTION 3. The city solicitor shall prepare a fair, concise summary and purpose of the law to appear with the question no later than 60 days before the election in accordance with section 58A of chapter 54 of the General Laws.
SECTION 4. This act shall take effect upon its passage.
