An Act relative to COVID-19 vaccine administration by retired nurses.

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

SECTION 1. For the purposes of this act, the term “eligible health care professional” shall include licensed practical nurses, vocational nurses, registered nurses, advanced practice registered nurses, students of nursing and other licensed health care providers, including physicians, physician assistants and pharmacists.

Retired eligible health care professionals and eligible health care professionals with inactive licenses may assist in COVID-19 vaccine administration in vaccination administration sites in the commonwealth; provided, however, that such eligible health care professional has not been subject to disciple by the appropriate licensing board; provided further, that students of nursing may administer the vaccine if supervised and after receiving appropriate training. The board of registration in medicine shall identify and notify nurses who qualify under this act and shall establish an efficient process to reinstate their licenses where applicable.

If an eligible health care professional agrees to volunteer to assist with the commonwealth’s COVID-19 vaccine distribution efforts, the eligible health care professional shall be eligible to receive the COVID-19 vaccine prior to beginning their participation in the distribution efforts. Eligible health care professionals shall be granted continued education credits as compensation for volunteering at vaccine administration sites in the commonwealth.
