An Act relative to high school sports injury and health data.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

Notwithstanding any general or special law to the contrary, the department of public health shall develop a system to collect and analyze high school sports and injury data, which shall be developed in consultation with a technology partner with experience creating such systems and require minimum cost and administrative burdens to schools. Information submitted to the shall include injury and health data, including but not limited to (a) pre-participation forms and information; (b) concussions; (c) heat acclimation data; and (d) information related to COVID-19 testing and diagnosis. The system shall comply with all relevant federal and state laws, including the federal Family Education Rights and Privacy Act and federal Health Insurance Portability and Accountability Act.

The Department shall analyze data collected by the system and prepare an annual report on high schools sports injuries and prevention. The report shall summarize the data collected and make recommendations to improve the safety of high school sports. The report shall be submitted to the Governor, the department of elementary and secondary education, the joint committee on education, and any state high school athletic association.
