SECTION 1. Chapter 6 of the General Laws is hereby amended by inserting after section 15IIIIII the following section:-
Section 15JJJJJJ. The governor shall annually issue a proclamation setting apart the third Saturday in July as Negro Election Day in commemoration of the adoption of the first black voting system of 1740 and recommend that the day be observed in an appropriate manner by the people.
