An Act to protect mortgagees.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
Notwithstanding any general or special law to the contrary, the secretary of the commonwealth, in collaboration with the several registrars of deeds, shall develop, deploy, and maintain a statewide system whereby Massachusetts residents who are named as mortgagees on properly recorded or registered documents can register to receive notification of any change to the ownership or status of a mortgage of which they are a mortgagee, provided that such notification shall only be provided to properly registered recipients according to a form and manner established pursuant to this section.
