Notwithstanding any special or general laws to the contrary, the department of energy resources and the department of revenue shall conduct a study on financial incentive programs, including tax rebates, credits, and deductions, for the purchase and installation of passenger electric vehicles including electric bicycles, and residential electric vehicle charging stations.
The study shall consider: (i) previous incentive programs that have since expired; (ii) currently available financial incentive programs; (iii) possible future incentive programs; (iv) potential funding sources for an incentive program; (v) possible federal partnerships available for such a program; (vi) best practices to support electric vehicle including electric bicycles, adoption in low- and moderate-income communities; (vii) best practices in program marketing strategies; and (viii) the mass save program and its possible expansion to include electric vehicles including electric bicycles, and electric vehicle charging stations.
The departments shall issue a report that shall include recommendations, including potential legislation, to implement an incentive program in Massachusetts. The report shall be filed with the clerks of the house and senate, the house and senate chairs of the committee on ways & means, and the chairs of the joint committee on transportation, joint committee on telecommunications, utilities, and energy, and the joint committee on revenue no later than December 15, 2021.
