Section 24 of Chapter 10 of the General Laws, as appearing in the 2020 Official Edition, is hereby amended by inserting, at the end of the first paragraph, the following:-
“Notwithstanding any general or special law to the contrary, the name, address or other identifying information of any holder of a winning lottery ticket shall not be deemed public records of the commission and shall not be subject to section 10 of chapter 66 of the General Laws. Furthermore, the commission shall not publicly disclose the name, address or other identifying information of any holder of a winning ticket or require any winning ticket holder to perform any public actions in connection with the awarding, payment or collection of prize moneys where a holder of a winning ticket provides a written request to the commission. Upon a claim, the commission shall inform, in writing, the winning ticket holder of the right to refuse public disclosure of name, address or other identifying information as well as the right to refuse to perform any public action in connections with the awarding, payment or collection of prize moneys."
