Notwithstanding any general or special law to the contrary, in order to advance an accelerated approach to COVID-19 economic recovery that supports improved access to important public health and job growth destinations, the Massachusetts Bay Transit Authority shall coordinate the construction of the Red Line and Blue Line connector with the city of Boston and the Massachusetts General Hospital in order to develop a coordinated sequencing of work in connection with the Red Line and Blue Line connector, the rehabilitation of the Red Line viaduct at Charles/MGH MBTA station, and the planned development of the MGH campus on Cambridge Street in the city of Boston, with the objective of minimizing construction disruption periods. In furtherance of this the Massachusetts Bay Transit Authority shall execute a memorandum of understanding with the city of Boston and the Massachusetts General Hospital, to which is attached a plan to have the Red and Blue Line transit projects completed in advance of substantial completion of the MGH project, such a sequence being necessary to maximizing transit access to the hospital complex, thereby supporting prioritization of ambulances approaching the hospital and overall access for residents and businesses.
