WHEREAS, the census required by the US Constitution will be recently completed,
AND, WHEREAS, the Members of Congress are required by the Constitution to re-apportion the membership of the House of Representatives based on such census,
AND, WHEREAS, it has become evident that maintaining the membership of such House at 435 members has not resulted in the most proportional distribution of Representatives among the several states,
WE, the GENERAL COURT of MASSACHUSETTS do hereby recommend and instruct the Representatives and Senators in Congress to adopt the so-called Wyoming Rule for the next apportionment of Representatives in Congress,
AS, the adoption of said rule would increase the number of Representatives proportional to the population of the least populous state, currently Wyoming, with that state having one Representative, and every other state having a number of Representatives proportional to the population of the least state.
