To the Honorable Senate and House of Representatives,

Pursuant to the provisions of Article II, Section 8, Paragraph 1, Clause (2) of the Amendments to the Constitution, as appearing in Article LXXXIX of said Amendments, I am filing for your consideration the attached legislation entitled “An Act Validating the Results of the Annual Town Election Held in the Town of Hubbardston.”

I am filing this special legislation at the request of the Hubbardston Select Board.

The legislation ratifies and confirms all acts, proceedings, and votes taken by the Town at its annual Town Meeting and annual Town Election, both held on June 23, 2020.  The ratification serves to address and to cure in advance any question that might arise as a result of certain omissions with respect to the posting and mailing of the annual Town Meeting and election warrant and related voter information.  These omissions resulted from disruptions to the Town’s normal processes due to changes in scheduling adopted to address safety concerns relating to COVID-19.  The Town did employ alternative means for providing residents with advance notice of the matters under consideration at the June 30, 2020 Town Meeting and Town Election.

An Act validating the results of the annual town election held in the town of Hubbardston.

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1. Notwithstanding the provisions of any general or special law or bylaw to the contrary, all acts and proceedings taken by the Town of Hubbardston at the June 23, 2020 annual town meeting and the June 30, 2020 annual town election and all actions taken pursuant thereto are hereby ratified, validated and confirmed, and all actions taken pursuant thereto are hereby ratified, validated and confirmed, notwithstanding omissions with respect to the posting and mailing of the annual town meeting and election warrant and related voter information.

SECTION 2. This act shall take effect upon its passage.
