Resolve establishing a study of the gaming market in the Commonwealth.
Resolved, The Massachusetts Gaming Commission is hereby authorized and directed to undertake a comprehensive review and economic analysis of the gaming market in the Commonwealth of Massachusetts. Said study shall provide the basis upon which the Commission shall make decisions within its authority and any recommendations for updating Chapter 23 in order to realize the statutory intent to build and maintain a robust and competitive gaming market in the Commonwealth.
It shall study, with such assistance as shall be required, the appropriateness of expanding the number of casinos and slot parlors located within the Commonwealth together with the appropriate number and type of gaming positions within each existing and proposed facility; the appropriateness of the current number and boundaries of gaming regions as reflected in the statute; the potential for thoroughbred and standardbred horse racing; the impact on Massachusetts of existing and possible expansion of gaming in other states within the Northeast; assessment of the current status of and potential for the Mashpee Wampanoag and the Aquinnah to establish Native American gaming facilities and the impact on the market should one or both be successful and any other matters which, in its opinion, could have a material impact on the gaming market in the Commonwealth.
The Commission shall report its findings and recommend any changes not currently within its authority and jurisdiction to the Executive Office of Housing and Economic Development, the House and Senate Committees on Ways and Means, and the Joint Committee on Economic Development and Emerging Technologies no later than December 31, 2022.
