An Act eliminating the department of finance and budget in the town of Groveland.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1. Chapter 60 of the acts of 1998 is hereby repealed

SECTION 2. Upon the effective date of this act, the department of finance and budget in the town of Groveland shall be eliminated and the position of finance director shall be abolished and the term of any incumbent thereof terminated. The powers, duties and responsibilities of the finance and budget department shall pass by operation of law to those who would otherwise exercise such authority under the General Laws.

SECTION 3. The select board of the town of Groveland shall appoint the offices of town accountant, treasurer-collector and assessors manager, which positions shall have and exercise, respectively all of the powers and duties assigned thereto in the General Laws as well as additional staff that such offices might require, subject to appropriation. Any person serving as, or performing the duties of, such offices, respectively, as of the effective date of this act, shall serve until their successors are appointed and qualified as their sooner vacating of office.

SECTION 4. Any person employed in the department of finance and budget who continues in the same full or part-time service to the town shall continue to be paid, subject to appropriation, the salary and benefits they were paid immediately prior to the effective date of this act. Such employees shall be eligible for salary increase in the same manner as all other non-union person. Those departmental employees continuing in the full or part-time service of the town shall not forfeit pay grade or time in service as a result of this repeal.

SECTION 5. No contracts or liabilities in force on the effective date of this act shall be affected by elimination of the department of finance and budget and the abolition of the position of finance director. All records, property and equipment whatsoever of the department and the finance director shall pay by operation of law to the appropriate town official.

SECTION 6. This act shall take effect upon its passage.
