Chapter 90 of the General Laws is hereby amended by striking out section 2D, as appearing in the 2020 Official Edition, and inserting in place thereof the following section:-
Section 2D. The registrar shall design, issue and regulate the use of temporary registration plates, including, but not limited to, for issuance to and usage by purchasers of motor vehicles who do not reside in the commonwealth and who will be transporting the vehicle to their state of residence for registration in that state. Such temporary plates shall be issued to dealers, upon application accompanied by the payment of a fee to be established by the registrar, for use by purchasers of motor vehicles; provided, however, that said plates shall be valid for not more than 20 days. Satisfactory proof shall be furnished that a certificate, as defined in section 34A, is in effect prior to the issuance of temporary plates to any purchaser.
The registrar may promulgate regulations to implement this section.
