An Act relative to unfunded mandates on public schools.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1. Notwithstanding any general or special law to the contrary, the department of elementary and secondary education is hereby authorized and directed to conduct an analysis of all new state laws, regulations, or administrative directives, which directly impact the Commonwealth’s public schools. Said analysis shall include but not be limited to a reporting of each new action’s cost to school districts and its employees, impact on time on learning in the classroom and overall impact on improving student achievement. The department shall file its analyses with the clerks of the House of Representatives and the Senate prior to the implementation of related new state laws, regulations, or administrative directives.
