An Act expanding insurance options available through the group insurance commission.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

Chapter 32A of the General Laws, as appearing in the 2018 Official Edition, is hereby amended by inserting after section 10E, the following subsections:-

Section 10F. The commission shall establish a plan of long term care insurance on such terms and conditions as it deems to be in the best interest of the commonwealth and its employees. With respect to any long term care insurance which is in effect for an employee there shall be withheld from the salary or wages of such employee the premium for such insurance and the commonwealth shall make no contribution to said premium. The group insurance commission is hereby authorized to implement this benefit as part of a hybrid life insurance policy if it deems it in the best interest of the commonwealth and its employees. The group insurance commission is hereby authorized to implement a system whereby such employee contributions are made on a pre-tax basis.

Section 10G. The commission, in consultation with masshealth, shall provide employees of the commonwealth the option to enroll in masshealth on such terms and conditions as it deems to be in the best interest of the commonwealth and its employees. Masshealth shall determine an appropriate rate for such insurance coverage which ensures the full cost of the policy is paid by the employee, the employer, or a combination thereof, and that the cost is entirely paid for without subsidization by masshealth.

Section 10H. The commission shall establish a high deductible health plan which utilizes health savings accounts on such terms and conditions as it deems to be in the best interest of the commonwealth and its employees. With respect to any high deductible health plan which is in effect for an employee there shall be withheld from the salary or wages of such employee the premium for such insurance and the commonwealth shall make no contribution to said premium. The group insurance commission is hereby authorized to implement a system whereby such employee contributions are made on a pre-tax basis.
