An Act supporting academic research libraries and regulating trade and commerce of online academic databases for higher education institutions.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

Chapter 93 of the General Laws is hereby amended by adding the following section:-

Section 115. Any entity that sells academic databases shall reasonably and adequately disclose the pricing of database usage costs for higher education institutions by making readily available by phone and online: (i) prices and breakdowns of quoting prices for quoted priced products, and (ii) proper unit prices for all non-quoted priced products.

The department of higher education shall promulgate regulations for the administration and enforcement of this section.
