Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
Chapter 119 of the General Laws is hereby amended by adding the following section:-
Section 86. (a) The Department of Children and Families, hereinafter the department, shall establish a safe sleep program through which the department shall provide: (1) infant safety information on its website for expecting and new parents, including an online training course designed to educate expecting and new parents on infant safety and safe sleep techniques; and (2) safe sleep boxes for infants and additional infant care necessities to expecting and new parents who have completed such training course to the satisfaction of the department. The department may enter into partnership agreements with public or private entities to administer the program.

The department shall update the information available on their website whenever new information about the devices and the program becomes available.
(c)The department shall ensure, in consultation with all other state agencies that the information posted on its website, including the link to the program providing the infant mortality prevention devices or safe sleep boxes, is made available on the websites of every state agency, and is updated as necessary.
(d) The department shall promulgate regulations necessary to implement this section and the program established pursuant to this section in accordance with chapter 30A.
