Resolve establishing a study of public safety & security facilities.

 

Resolved, notwithstanding any general or special law to the contrary, the division of capital asset management and maintenance, hereinafter “DCAMM”, shall, in consultation with the executive office of public safety and security, conduct a study of public safety and security facilities located in: municipalities with capital spending authorizations; in gateway municipalities, as defined in section 3A of chapter 23A; and municipalities experiencing a difficulty to pay for capital improvements to their public safety and security facilities; provided further, public safety and security facilities shall also include municipally owned facilities and state owned facilities, as provided in chapter 61 of the acts of 2009.

DCAMM shall study issues and make recommendations relating to the ability of municipalities to pay for costs associated with, but not limited to, repairs, construction, renovations, improvements, remediation, rehabilitation, modernization and demolition of public safety and security facilities.  The study shall further identify public safety and security facilities in municipalities that are in immediate need of fiscal support and capital improvements.

DCAMM shall file a report of their findings and recommendations with the clerks of the house of representatives and the senate, the chairs of the house and senate committees on ways and means, the house and senate chairs of public safety and homeland security and the house and senate chairs of the gateway cities legislative caucus, not later than March 31, 2024.
