SECTION 1. Chapter 23J of the General Law, as appearing in the 2022 official edition, is hereby amended by adding the following sections:
“Section 15. (a) The board shall govern and oversee Mass Save, the commonwealth’s residential conservation service program. Mass Save shall exist as an entity within the center.
(b) (1) The board shall select a qualified individual to act as executive director of Mass Save by majority vote and shall establish their salary. The board shall work with the executive director to oversee and coordinate Mass Save and its programming. The executive director shall serve for a term of 3 years.
(2) The executive director shall attend meetings of the board and may, subject to the approval of the board, employ other employees or clerical staff. The executive director shall present to the board for its approval annual budgets, staffing plans, operating plans and production plans.
(3) The executive director shall coordinate directly with the energy efficiency advisory council, the department of public utilities, and program administrators in their official duties to oversee Mass Save. The executive director shall ensure Mass Save offers programs that improve energy efficiency, promote building decarbonization, reduce greenhouse gas emissions pursuant to chapter 21N of the General Laws, as appearing in the 2022 official edition, and reduce ratepayer costs when possible.
(4) The executive director shall oversee and coordinate the creation of a single application portal for all decarbonization and energy efficiency programs for businesses, residents, and building owners to streamline the Mass Save process.
(c) The executive director shall submit an annual report by December 31 each year to the Secretary of Energy and Environmental Affairs and the chairs of the joint committee on telecommunications, utilities and energy of the senate and house of representatives and the senate and house committees on ways and means. The report shall include an overview of Mass Save’s role in achieving the greenhouse gas emissions limits pursuant to said chapter 21N.”
