An Act relative to energy bill equity.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

Section 1. Notwithstanding any general or special law to the contrary, there shall be a study established to investigate household energy burdens in the Commonwealth of Massachusetts. The study will be administered by the Department of Energy Resources and investigate policy and regulatory mechanisms to improve affordability and equity. The study shall explore topics including but not limited to:

(1)clean energy procurements and incentive programs;

(2)energy efficiency programs;

(3)climate resilience and adaptation program funding;

(4)current billing structure for electricity and gas consumers within the Commonwealth;

(5)ratepayer affordability;

The Department of Energy Resources shall submit its findings and recommendations to the clerks of the senate and house of representatives, the chair of the house committee on ways and means, the chair of the senate committee on ways and means, the chairs of joint committee on telecommunications, utilities, and energy no later than twelve months after the passage of this Act.
