An Act a parcel of land in Winchester.
Whereas, The deferred operation of this act would tend to defeat its purpose, which is to transfer a parcel of land to the town of Winchester , therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1: Notwithstanding any general or special law to the contrary, the Massachusetts Bay Transportation Authority shall convey to the town of Winchester, for the purpose of facilitating a transit-oriented development including affordable housing, for its independent fair market value, the land situated in the town of Winchester, currently used for access to a municipal parking lot, described in a deed recorded in the Middlesex south registry of deeds in book 80333, page 133. Upon such conveyance, the town of Winchester, acting by and through its Select Board, may, notwithstanding sections 3 and 15A of chapter 40 of the General Laws or any other general or special law to the contrary, lease or convey the land for the purposes described herein.
