Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

SECTION 1. Notwithstanding section 16 of Chapter 39 of the General Laws or any other general or special law to the contrary, the committee authorized by town by-law to appoint members of the Finance Committee may appoint a person to serve as an alternate member of the Finance Committee.

SECTION 2. A person appointed as an alternate member of the Finance Committee may act as a member of the Committee as set forth in section 16 of chapter 39 of the General Laws and any other applicable law or by-law, but only in the absence of a regular member of the Committee.
