SECTION 1: Section 6 of the City of Holyoke Charter shall be amended by deleting any and all references to “city treasurer”.
SECTION 2: Section 15 of the City of Holyoke Charter shall be amended by adding the following after the third full sentence:
“Said city council shall also in the month of January, beginning in calendar year 2026, elect by ballot one treasurer who shall hold the office for the term of three (3) years beginning with the first Monday in February in the year of the election and until a successor is elected and qualified unless the position is sooner vacated. The qualifications for the position of treasurer shall be established by ordinance. The present treasurer shall continue to hold office until the first Monday in February in the year two thousand twenty six (2026).”
SECTION 3: So much of Chapter 438 of the Acts of 1896 and Chapter 327 of the Acts of 1936 and acts in amendment thereof and addition thereto, as are inconsistent with this act, are hereby repealed.
SECTION 4: The General Court may make clerical or editorial changes of form only to the bill, unless the Mayor and City Council approve amendments before enactment by the General Court. The Mayor and City Council are hereby authorized to approve amendments which shall be within the scope of the general public objectives of this petition.
SECTION 5: This act shall be submitted for acceptance to the qualified voters of the city of Holyoke by the city clerk placing the following question on the official ballot to be used in the city of Holyoke at the regular general election to be held on November 5, 2024:
“Shall an act passed by the General Court in the year 2024 entitled “An Act Establishing an Appointed Treasurer for the City of Holyoke” be accepted ?”
If a majority of the votes in answer to said question is in the affirmative, this act shall take effect forthwith but not otherwise.
SECTION 6. The city solicitor shall prepare a fair, concise summary and purpose of the law to appear with the question no later than 60 days before the election in accordance with section 58A of chapter 54 of the General Laws.
SECTION 7. The provisions of this act solely related to authorizing a November 5, 2024 ballot question shall take effect upon passage.
