SECTION 1. Notwithstanding any general or special law, rule or regulation to the contrary, a certain parcel of land in the City of Boston located at 102-104 Border Street, in the East Boston neighborhood in the City of Boston shall not be included within the boundaries of any designated port area. This parcel is shown as Lot A on a plan entitled "Consolidation and Subdivision Plan of Land 126 Border Street, East Boston, Massachusetts" dated October 5, 2015, prepared by Nitsch Engineering, recorded with the Suffolk Registry of Deeds in Plan Book 20l5, Page 477; provided, that said removal from the designated port area shall be solely for the purpose of developing affordable housing, ancillary commercial space, community services and access space, and climate resiliency structures.
