Resolve establishing a special commission to study the impact of telecommuting on employees of the Commonwealth.
Resolved, that a special commission is hereby established for the purposes of making an investigation, study and evaluation relative to the impact of telecommuting on employees of the Commonwealth.
The commission shall consist of: 3 members of the Senate, 1 of which shall be appointed by the Senate Minority Leader, and 1 of which shall be the Senate Chair on State Administration and Regulatory Oversight who shall serve as co-chair; 3 members of the House of Representatives, 1 of which shall be appointed by the House Minority Leader, and 1 of which shall be the House Chair on State Administration and Regulatory Oversight who shall serve as co-chair; 1 of which shall be the Chief Information Officer of Legislative Information Services, or their designee; 6 members from the Executive Branch appointed by the Governor, 1 of which shall be the Secretary of Administration and Finance, or their designee, and 1 of which shall be the Secretary of Technology Services and Security, or their designee and; 1 of which shall be the Chief Human Resources Officer at the Human Resources Division or their designee; and 1 of which shall be the Secretary of Energy and Environmental Affairs or their designee; 1 member appointed by the Attorney General; 1 member appointed by the Treasurer and Receiver General; 1 member appointed by the Secretary of the Commonwealth; 1 member appointed by the State Auditor; 1 member to be appointed by the Service Employees International Union and; 1 member to be appointed by the National Association of Government Employees.
Not later than December 1, 2024, the commission shall file a report of its analysis and recommendations regarding the efficacy of telecommuting to the clerks of the senate and the house of representatives, the joint committee on state administration and regulatory oversight, the office of the senate president, the office of the speaker of the house, and the office of the Governor.
The report shall include but not be limited to: (i) both the costs and potential cost savings associated with working remotely, (ii) the IT requirements needed to allow remote work, (iii) the effect of remote work on employee productivity, recruitment and retention, and (iv) the environmental impact of telecommuting.
