SECTION 1. There shall be established a special legislative commission to study the costs and feasibility of allowing time served as an emergency medical technician, call firefighter, and police dispatcher to count for creditable service.

SECTION 2. The commission shall consist of: the chairs of the joint committee on public service, who shall serve as co-chairs of the commission; 1 member appointed by the speaker of the house of representatives; 1 member appointed by the president of the senate;1 member appointed by the minority leader of the house of representatives; 1 member appointed by the minority leader of the senate; the secretary of administration and finance or their designee; the president of the fire chiefs association of Massachusetts or their designee; and the president of the police chiefs association of Massachusetts or their designee.

SECTION 3. The commission shall submit its report, along with any recommendations, to the clerks of the house of representatives and the senate no later than 1 year after the passage of this act.

SECTION 4. This act shall take effect upon its passage.
