The governor shall annually issue a proclamation setting apart December first through the eighth as Getting to Zero Week to increase public awareness, understanding, and recognition of our communities’ shared commitment to end the HIV and AIDS epidemic in the Commonwealth by getting to zero new cases, zero HIV-related deaths, and zero stigma. The proclamation shall recommend that the week in December be observed in an appropriate manner by the people.
