SECTION 1. (a) There shall be a special commission to study the effectiveness of the executive office of health and human services. The commission shall evaluate the current number of employees in the executive office, the administrative structure of the executive office and the executive office’s effectiveness in fulfilling its legislative mandate. The commission shall consider the feasibility and potential effectiveness of alternative organizational configurations for the executive office, including the possibility of dividing the executive office into smaller subagencies.
(b) The commission shall consist of 11 members: the secretary of health and human services, 1 member to be appointed by the speaker of the house of representatives; 1 member to be appointed by the senate president; and 8 to be appointed by the governor, 3 of whom shall have experience with public health administration, 3 of whom shall have experience in private healthcare administration and 2 of whom shall have work experience with the administration of social services.
SECTION 2. Not later than October 1, 2026, the commission shall file a report of its findings, including any legislative or regulatory recommendations, with the clerks of the house of representatives and the senate, the joint committee on health care financing and the joint committee on public health.
