The committee on Agriculture and Fisheries, to whom were referred the petition (accompanied by bill, House, No. 115) of Antonio F. D. Cabral for legislation to establish a division of marine fisheries resources within the Department of Fish and Game of the Executive Office of Energy and Environmental Affairs; the petition (accompanied by bill, House, No. 131) of Patrick Joseph Kearney for legislation to authorize commercial lobster fisherman to fish according to their permit for 12 months a year in state waters; the petition (accompanied by bill, House, No. 133) of Rita A. Mendes and Bridget Plouffe relative to dairy farm participation in the clean peak standard incentive program; the petition (accompanied by bill, House, No. 134) of Norman J. Orrall relative operating off-highway or recreational vehicles that damage or destroy certain field crop products or agricultural property; the petition (accompanied by bill, House, No. 135) of Steven J. Ouellette relative to the impact of proposed rules and regulations on commercial agricultural operations; and the petition (accompanied by bill, House, No. 137) of Lindsay N. Sabadosa and others relative to the definition of agriculture, reports (under the provisions of House Rule 27) recommending that the accompanying order (House, No. 5242) ought to be adopted.

Ordered, That the committee on Agriculture and Fisheries be authorized to sit during a recess of the General Court to make an investigation and study of House documents numbered 115, 131, 133, 134, 135 and 137, relative to fisheries, farms and other related matters.
Said committee shall report to the General Court the results of its investigation and study and its recommendations, if any, together with drafts of legislation necessary to carry such recommendations into effect, by filing the same with the Clerk of the House of Representatives on or before December 31, 2026.
