The committee on Economic Development and Emerging Technologies, to whom were referred the petition (accompanied by bill, House, No. 485) of Carlos González that certain state grants target minority communities and businesses; the petition (accompanied by bill, House, No. 489) of Bradley H. Jones, Jr., and others for legislation to establish a student entrepreneurial and economic investment fund; the petition (accompanied by bill, House, No. 490) of Kristin E. Kassner for an investigation by a special commission relative to the preparation of the built environment for the next economy, including an inventory of infrastructure, buildings, and land use regulations; the petition (accompanied by bill, House, No. 492) of Edward R. Philips for legislation to establish an advisory commission (including members of the General Court) on science, technology, engineering, and mathematics; the petition (accompanied by bill, House, No. 497) of Margaret R. Scarsdale for legislation to authorize nonprofit organizations to apply for rail-trail construction project grants; the petition (accompanied by bill, House, No. 498) of Margaret R. Scarsdale, Natalie M. Blais and Lindsay N. Sabadosa that the Secretary of Economic Development establish a rural development initiative to support rural job creation and business expansion; and the petition (accompanied by bill, House, No. 499) of Alan Silvia for legislation to establish the Abigail Adams center for women in STEM to provide opportunities for women in the workforce in science, technology, engineering and mathematics professions, reports (under the provisions of House Rule 27) recommending that the accompanying order (House, No. 5252) ought to be adopted.

Ordered, That the committee on Economic Development and Emerging Technologies be authorized to sit during a recess of the General Court to make an investigation and study of House documents numbered 485, 489, 490, 492, 497, 498 and 499, relative to state grants, job creation and other related matters.
Said committee shall report to the General Court the results of its investigation and study and its recommendations, if any, together with drafts of legislation necessary to carry such recommendations into effect, by filing the same with the Clerk of the House of Representatives on or before December 31, 2026.
