The committee on Veterans and Federal Affairs, to whom was referred the petition (accompanied by bill, House, No. 3829) of Jason Brand relative to prohibiting the Massachusetts National Guard from being deployed into active combat without a formal declaration of war by congress, reports (under the provisions of House Rule 27) recommending that the accompanying order (House, No. 5357) ought to be adopted.

Ordered, That the committee on Veterans and Federal Affairs be authorized to sit during a recess of the General Court to make an investigation and study of House document numbered 3829, relative to prohibiting the Massachusetts National Guard from being deployed into active combat without a formal declaration of war by congress.
Said committee shall report to the General Court the results of its investigation and study and its recommendations, if any, together with drafts of legislation necessary to carry such recommendations into effect, by filing the same with the Clerk of the House of Representatives on or before December 31, 2026.
