Governor's Message H.5680

To the Honorable Senate and House of Representatives,

 

 Pursuant to Article LVI, as amended by Article XC, Section 3 of the Amendments to the Constitution of the Commonwealth of Massachusetts, I am returning to you for amendment H.4441, entitled “An Act Amending the Charter of the Town of Nantucket.”

 This Home Rule bill would amend various sections of the Charter of the Town of Nantucket, including by establishing a citizen-petition process whereby the Select Board would be required to place an article on the annual Town Meeting warrant upon receipt of the written request of twenty-five registered voters. However, there appears to be a typographical error in section 5 of the legislation, which would require the Select Board to take such action upon receipt of the written request of “fifty” registered voters instead of the intended twenty-five. I support the Home Rule legislation to update the Charter as adopted by the Nantucket Town Meeting, and I request your prompt consideration of this bill.

 For the reasons stated above, I recommend that the bill be amended by striking out the word “fifty” in section 5 and replacing it with the word “twenty-five,” and, to address timeliness, by adding a section that will ensure that the legislation goes into effect upon signing.
