SECTION 1. Section 178K of chapter 6 of the General Laws, as appearing in the 2022 Official Edition, is hereby amended by striking out, in line 88, the words “history of alcohol or substance abuse” and inserting in place thereof the following words:- “history of substance use disorder”.
SECTION 2. Section 16T of chapter 6A of the General Laws, as appearing in the 2022 Official Edition, is hereby amended by striking out, in lines 53-54, the words “treatment and prevention services for alcohol and other drug abuse” and inserting in place thereof the following words:- “treatment and prevention services for substance use disorders”.
SECTION 3. Section 16U of said chapter 6A, as so appearing, is hereby amended by striking out, in line 44, the words “substance abuse treatment” and inserting in place thereof the following words:- “treatment for substance use disorder”.
SECTION 4. Section 16BB of said chapter 6A, as so appearing, is hereby amended by striking out the title and inserting in place thereof the following title:- “Statewide program to provide remote consultations to health care providers providing care for persons exhibiting symptoms of substance use disorder”.
SECTION 5. Subsection (a) of section 18M of said chapter 6A, as so appearing, is hereby amended by striking out, in line 16, the words “substance abuse and addiction treatment” and inserting in place thereof the following words:- “substance use disorder treatment”;
and further, by striking out, in subsection (b), in lines 29-30, the words “substance abuse treatment” and inserting in place thereof the following words:- “substance use disorder treatment”;
and further, by striking out, in lines 31-32, the words “substance abuse issues” and inserting in place thereof the following words:- “substance use disorders”.
SECTION 6. Section 14 of chapter 6D of the General Laws, as appearing in the 2022 Official Edition, is hereby amended by striking out, in line 49, the words “substance abuse services” and inserting in place thereof the following words:- “substance use services”.
SECTION 7. Section 15 of said chapter 6D, as so appearing, is hereby amended by striking out, in line 65, the words “treatment and prevention services for alcohol and other drug abuse” and inserting in place thereof the following words:- “treatment and prevention services for substance use disorder”.
SECTION 8. Section 11C of chapter 12 of the General Laws, as appearing in the 2022 Official Edition, is hereby amended by striking out the title and inserting in place thereof the following title:- “Narcotic drugs; training program for law enforcement officers”;
and further, is amended by striking out section 11C, and inserting in place thereof the following section:-
Section 11C. The attorney general shall establish a program designed to train law enforcement officials, including municipal, metropolitan and state police, in practices and procedures relating to the narcotic drug laws of the commonwealth. The program shall include, but shall not limited to, the dissemination of information concerning:
(1) the laws of the commonwealth relating to the possession, sale, and manufacture of narcotic drugs;
(2) the methods and procedures for detecting and ascertaining the identity of the various narcotic drugs;
(3) law enforcement techniques, intelligence operations, and methods of promoting cooperation among the municipal, metropolitan, and state police departments;
(4) search and seizure techniques in accordance with the Constitution of the United States and with the Constitution and laws of the commonwealth;
(5) the physiological and psychological effects of the various narcotic drugs;
(6) the underlying psychological and sociological causes of substance use and substance use disorders;
(7) opportunities for treatment and rehabilitation of people with a substance use disorder; and
(8) educational programs relating to substances sponsored by the department of education, other public agencies, and private organizations.
The attorney general may appoint such expert, clerical and other staff members as the operation of the training program may require.
SECTION 9. Section 1G of chapter 15 of the General Laws, as appearing in the 2022 Official Edition, is hereby amended by striking out, in line 89, the words “substance abuse specialist” and inserting in place thereof the following words:- “substance use specialist”.
SECTION 10. Section 16 of chapter 17 of the General Laws, as appearing in the 2022 Official Edition, is hereby amended by striking out, in line 14, the words “and abuse”.
SECTION 11. Section 31 of chapter 18 of the General Laws, as appearing in the 2022 Official Edition, is hereby amended by striking out, in lines 14-15, the words “substance abuse treatment program while in a substance abuse shelter” and inserting in place thereof the following words:- “a 24-hour substance use disorder treatment service, as defined by 105 CMR 164”.
SECTION 12. Section 32 of said chapter 18, as so appearing, is hereby amended by striking out, in line 10, the words “substance abuse treatment program licensed or approved by the department of public health while the applicant is in a substance abuse shelter or other inpatient program” and inserting in place thereof the following words:- “24-hour substance use disorder treatment service, as defined by 105 CMR 164”.
SECTION 13. Section 14 of chapter 18C of the General Laws, as appearing in the 2022 Official Edition, is hereby amended by striking out, in lines 19-20, the words “household substance abuse” and inserting in place thereof the following words:- “substance use disorder”.
SECTION 14. Section 9 of chapter 23K of the General Laws, as appearing in the 2022 Official Edition, is hereby amended by striking out, in line 39, the words “substance abuse” and inserting in place thereof the following words:- “substance use”.
SECTION 15. Section 21 of said chapter 23K, as so appearing in the 2022 Official Edition, is hereby amended by striking out, in lines 66-67, the words “substance abuse” and inserting in place thereof the following words:- “substance use”.
SECTION 16. Section 58 of said chapter 23K, as so appearing in the 2022 Official Edition, is hereby amended by striking out, in line 10, the words “substance abuse” and inserting in place thereof the following words:- “substance use”.
SECTION 17. Section 2BBBB of chapter 29 of the General Laws, as appearing in the 2022 Official Edition, is hereby amended by striking out the title and inserting in place thereof the following title:- “Commonwealth Substance Use Prevention and Treatment Fund”; and further amended by striking out the words “substance abuse” each time it appears and inserting in place thereof the following words:- “substance use”.
SECTION 18. Section 17M of chapter 32A of the General Laws, as appearing in the 2022 Official Edition, is hereby amended by striking out the title and inserting in place thereof the following title:- “Preauthorization for substance use disorder treatment not to be required”; and further amended by striking out, the words “substance abuse” each time it appears and inserting in place thereof the following words:- “substance use disorder”.
SECTION 19. Section 17N of said chapter 32A, as so appearing, is hereby amended by striking out, in line 14, the words “substance abuse” and inserting in place thereof the following words: - “substance use disorder”.
SECTION 20. Section 22 of said chapter 32A, as so appearing, is hereby amended by striking out, in line 12, the words “substance abuse disorders” and inserting in place thereof the following words:- “substance use disorders”;
and further, by striking out, in line 72, the words “substance abuse facility” and inserting in place thereof the following words:- “inpatient substance use treatment program”;

SECTION 22. Section 96 of chapter 71 of the General Laws, as appearing in the 2022 Official Edition, is hereby amended by striking out the title and inserting in place thereof the following title:- “Substance use prevention education policies for public schools”;
and further, by striking out the words “substance abuse” each time they appear, and inserting in place thereof, in each instance, the following words:- “substance use”;
and further, by striking out, the words “substance use prevention and abuse education” each time they appear and inserting in place thereof, in each instance, the following words:- “substance use prevention and education”;
SECTION 23. Section 97 of said chapter 71, as so appearing, is hereby amended by striking out the title and inserting in place thereof the following title:- “Verbal screening tool for substance use disorders.”
SECTION 24. Section 24D of chapter 90 of the General Laws, as appearing in the 2022 Official Edition, is hereby amended by striking out the words “alcohol or controlled substance abuse” each time they appear, and inserting in place thereof, in each instance, the following words:- “substance use”;
and further, by striking out, in line 204-205, the words “alcohol-impaired or controlled substance abuse-impaired drivers” and inserting in place thereof the following words:- “alcohol or substance-impaired drivers”;

SECTION 39. Section 1 of said chapter 111B, as so appearing, is hereby amended by striking out, in line 2, the words “alcoholism treatment and rehabilitation law” and inserting in place thereof the following words:- “alcohol use disorder treatment law”.
SECTION 40. Section 4 of said chapter 111B, as so appearing, is hereby amended by striking out the title and inserting in place thereof the following title:- “Coordination of alcohol use disorder programs; rules and regulations; providing for facilities and services”;
and further, by striking out, the section in its entirety and inserting in place thereof:-
Section 4. The department shall coordinate matters that impact people with an alcohol use disorder in the commonwealth, shall establish and conduct programs for the treatment, prevention, intervention, and recovery of alcohol use disorder, including juveniles and young adults, in cooperation with public and private agencies, business and industry, and shall provide technical assistance and consultation services whenever required. The department may adopt rules and regulations to carry out its powers and duties under this chapter. The department shall be responsible for assuring that the following services are available and shall utilize community mental health centers and existing facilities and services available within the private sector whenever possible: (1) withdrawal management services on a twenty-four hour basis in or near population centers which meet the immediate medical and physical needs of people with an alcohol use disorder, including necessary diagnostic and referral services; (2) medical and hospital services which are available on a twenty-four hour basis and which, whenever possible, are provided in existing general hospital facilities; (3) rehabilitation services, including family care, residential aftercare and appropriate therapy which, whenever possible, shall be coordinated with MassAbility; (4) inpatient psychiatric services for individuals with co-occurring mental health and substance use disorders which, whenever possible, shall be conducted with services available in the department of mental health; and (5) training programs for professional and nonprofessional workers in the alcohol use disorder treatment field. The department shall not grant its approval for the establishment or maintenance of a facility, pursuant to section seven, in any jail, house of correction or institution operated by the department of correction; provided, however, the department shall grant its approval for the establishment and maintenance of a facility in the Massachusetts correctional institutions at Bridgewater and Framingham, if such facility meets the standards and procedures set forth in section seven.
SECTION 41. Section 5 of said chapter 111B, as so appearing, is hereby amended by striking out, in line 6 and 10, the words “alcoholics” and inserting in place thereof the following words:- “persons with alcohol use disorder”.
SECTION 42. Section 6 of said chapter 111B, as so appearing, is hereby amended by striking out, in lines 80-81, the words “treatment for intoxication or alcoholism” and inserting in place thereof the following words:- “treatment for alcohol use disorder”;
and further, by striking out, in line 83, the words “for intoxication or alcoholism”.
SECTION 43. Section 7 of said chapter 111B, as so appearing, is hereby amended by striking out, in line 7, the words “alcoholism diagnosis” and inserting in place thereof the following words:- “diagnosing alcohol use disorder”;
and further, by striking out, in lines 10-11, the words “the person is intoxicated or is an alcoholic” and inserting in place thereof the following words:- “the person has an alcohol use disorder”.
SECTION 44. Section 8 of chapter 111D of the General Laws, as appearing in the 2022 Official Edition, is hereby amended by striking out, in lines 25 and 39, the words “substance abuse programs” and inserting in place thereof, in each instance, the following words:- “substance use programs”.
SECTION 45. Section 1 of chapter 111E of the General Laws, as appearing in the 2022 Official Edition, is hereby amended by striking out, in lines 9-10, 14-15, 26, 43, 47-48, 67, and 83, the words “drug dependent person” and inserting in place thereof, in each instance, the following words:- “person with a substance use disorder”;

SECTION 54. SECTION 55.
