An Act relative to requiring the sealing of containers transporting solid waste.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

Chapter 21A of the General Laws, as appearing in the 2022 Official Edition, is hereby amended by adding the following section:-

Section 29. A municipality, agency, individual, firm, corporation or an entity acting on behalf of an individual, firm or corporation shall not transport solid waste originating in the commonwealth on a vehicle, train, barge, ship, or scow unless the solid waste is covered by a hard top or biodegradable seal that hardens after application.

The department of environmental protection, in consultation with the department of transportation, shall promulgate regulations for the implementation, administration and enforcement of this section.
