Resolved, SECTION 1. There shall be a special commission to evaluate and study the state of moped traffic laws and their enforcement. The special commission shall: review reports of traffic accidents involving mopeds to understand the scope of the problem; explore existing traffic enforcement protocols regarding mopeds in the Commonwealth and in other states; and recommend legislative, regulatory, or procedural changes to be made at the state, agency, or law enforcement department level, respectively.
SECTION 2. The commission shall consist of: the house and senate chairs of the joint committee on transportation, who shall serve as co-chairs; 1 member of the senate who shall be appointed by the minority leader; 1 member of the house of representatives, who shall be appointed by the minority leader; the President of the Massachusetts Coalition of Police or their designee; The Massachusetts State Police Motor Unit Commander or their designee; and 1 member to be appointed by the MassDOT Board of Directors. The special commission shall file its recommendations, including any proposed legislation, with the clerks of the Senate and House of Representatives not later than December 31, 2026.
