An Act authorizing the town of Foxborough to grant three additional licenses for the sale of all alcoholic beverages to be drunk on the premises.

 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

 SECTION 1. (a) Notwithstanding section 17 of chapter 138 of the General Laws or any other general or special law to the contrary, the select board of the town of Foxborough may grant 3 additional licenses for the sale of all alcoholic beverages to be drunk on the premises pursuant to section 12 of said chapter 138 and subject to the conditions set forth in this act.

 (b) The select board shall restrict the licenses authorized under this act to business entities located within the Foxborough Center Overlay District, as more particularly shown on a map entitled "Plan of the Foxborough Center Overlay District" and dated November 18, 2024, a copy of which is on file with the select board.

 (c) The select board shall determine reasonably whether an applicant or licensee meets the criteria set forth in this act consistent with the rules and regulations governing the issuance and reissuance of liquor licenses, including, but not limited to, the payment of any required fees, as promulgated by the select board from time to time and all other applicable law.

 (d) If any such license is cancelled, revoked or no longer in use, it shall be returned physically, with all of the legal rights and privileges pertaining thereto, to the select board, which may, after such return, grant the license to a new applicant within the Foxborough Center Overlay District who meets the criteria set forth in this act and such reissuance shall be subject to the payment of a reissuance fee of $5,000.

 SECTION 2. This act shall take effect upon its passage.
