SECTION 1. This act may be referred to as Andrew’s Law.
SECTION 2. Section 96 of chapter 71 of the General Laws, as appearing in 2022 Official Edition, is hereby amended by inserting after the word “abuse” in the first instance the following words:- “, including but not limited to the risks of fentanyl and synthetic opioids”.
SECTION 3. Said section 96 is hereby further amended by striking the last sentence of the second paragraph and inserting in place thereof the following sentence:-
“Guidance and recommendations shall include, at a minimum, educating parents, guardians, school personnel and students on (i) recognizing warning signs of substance abuse; (ii) the risks of using fentanyl and synthetic opioids, including comparing a lethal dose of fentanyl or other synthetic opioid to a lethal dose of other substances; (iii) the mixing or lacing of fentanyl or synthetic opioids with other substances that make detection impossible for users without a test strip; (iv) how to detect if someone is overdosing on fentanyl or another substance; (v) the availability and proper use of naloxone or other opioid antagonists; and (vi) available resources to respond to and address substance abuse.”.
