An Act to establishing a commission to study the Massachusetts School Building Authority.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1. (a) There shall be a special commission to study and make recommendations on the operation of the Massachusetts School Building Authority and investment needed to address the needs of school buildings across the Commonwealth, including but not limited to: (i) funding sources; and (ii) award process.

(b) The special commission shall consist of: the commissioner of the department of elementary and secondary education, who shall serve as chair; a member of the Massachusetts school building authority or designee; the secretary of education or a designee; the treasurer of the commonwealth or a designee; the senate and house chairs of the joint committee on education; the president of the Massachusetts teachers association; one member appointed the Massachusetts municipal association; and 5 members appointed by the Massachusetts superintendents association: one of whom is the superintendent of the city of Boston public schools; one of whom is a superintendent representing a Gateway Municipality; one of whom is a superintendent representing a rural school; one of whom is a superintendent representing a regional school district; one of whom is a superintendent representing a vocational technical high school.

(d) The special commission shall report its findings, including any recommendations, with the clerks of the senate and house of representatives, the house and senate committees on ways and means, and the joint committee on education not later than one year after the effective date of this act.
