Resolved, there shall be a special commission to examine modernizing the comprehensive permit law for low or moderate income housing under Chapter 40B.
The commission shall consist of the House and Senate chairs of the Joint Committee on Housing, who shall serve as co-chairs of the special commission; the commissioner of the Executive Office of Housing and Livable Communities or a designee; 1 member appointed by the senate president; 1 member appointed by the senate minority leader; 1 member appointed by the speaker of the house 1 member appointed by the house minority leader; 4 representatives of cities and towns appointed by the Massachusetts Municipal Association; 1 representative of community organizations involved in affordable housing development.
This commission shall thoroughly examine the comprehensive permit law and suggest any amendments that would improve the law's effectiveness in balancing community needs with the need for more housing in Massachusetts.
The first meeting of the commission shall take place not later than 2 months after this bill is enactment into law. The commission shall submit its recommendations, together with drafts of any legislation, to the clerks of the Senate and the House of Representatives, the chairs of the Joint Committee on Housing, not later than December 31, 2025.
