An Act relative to grid battery storage innovation study.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
The Massachusetts Clean Energy Center is hereby authorized and directed to conduct a comprehensive study of battery storage technology, for the purpose of identifying battery technologies capable of supporting the capacity, reliability, and efficiency of electrical grids, and providing increased capability to respond in a cost-effective manner to variations in demand for electricity. In carrying out the provisions of this act, the center shall consult with those engaged in developing and marketing battery storage products, institutions of higher learning in the commonwealth engaged in relevant research, and utilities providing electricity to Massachusetts consumers.
The center shall file the results of said study, together with any recommendations for regulatory or legislative actions, with the clerks of the House and Senate not later than 12 months following the passage of this act.
