Notwithstanding any general or special law to the contrary, each regional transit authority in the commonwealth shall develop a plan to increase access to timely and efficient transportation to medical services, including but not limited to maternal health, mental health, substance use disorder, and other services necessary to public health, provided that such plan shall include interconnections to neighboring regional transit authorities so as to enable riders to efficiently move between regions as necessary.
Such plans, together with any legislative or regulatory recommendations, shall be submitted to the Executive Office of Transportation, the Department of Public Health, and the clerks of the House and Senate no later than 12 months following the passage of this act.
