              SECTION 1. (a) Notwithstanding any general or special law to the contrary, Elected officials of the Town of Plymouth who receive compensation by vote of the town at an annual or special town meeting per G.L. c.41, §108 shall not, as such, constitute employees for purposes of G.L. c  32B and shall not, as such, be eligible for participation in the town’s contributory medical, dental and life insurance plan (the “plan”);

              (c) This act shall take effect upon the date of its passage; provided, however that the General Court may make clerical or editorial changes of form only to the bill, unless the Board of Selectmen approves amendments to the bill before enactment by the General Court, and to authorize the Board of Selectmen to approve amendments which shall be within the scope of the general public’s objectives to petition.
