An Act to restore the minimum wage.
 

              Whereas, The deferred operation of this act would tend to defeat its purpose, which is to strengthen the commonwealth’s minimum wage, therefore, it is hereby declared to be an emergency law, necessary for the immediate preservation of the public [Emergency Preamble Context].
 

              Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

              SECTION 1. Section 1 of chapter 151 of the General Laws, as appearing in the 2012 Official Edition, is hereby amended by striking out, in line 5, the figure “8.00” and inserting in place thereof the following figure:- 9.00.

              SECTION 2. Said section 1 of said chapter 151 is hereby further amended by striking out the figure “9.00”, inserted by section 1, and inserting in place thereof the following figure:- 10.00.

              SECTION 3. Said section 1 of said chapter 151 is hereby further amended by striking out the figure “10.00”, inserted by section 2, and inserting in place thereof the following figure:- 11.00.

              SECTION 4. Said section 1 of said chapter 151, as appearing in the 2012 Official Edition, is hereby further amended by inserting after the second sentence the following 2 sentences:- The minimum wage rate shall be increased annually by the percentage increase, if any, of the consumer price index as calculated for the northeast region for all urban consumers, as published by the Bureau of Labor Statistics of the United States Department of Labor, for the previous 12 month period and rounded up to the nearest 5 cents. The adjusted minimum wage shall be calculated and announced by the commissioner by April 1 of each year and shall become effective as the new minimum wage on July 1 of each year.

              SECTION 5. Said section 1 of said chapter 151, as so appearing, is hereby further amended by striking out, in line 12, the figure “.10” and inserting in place thereof the following figure:- .50. 

              SECTION 6. Sections 1 and 5 shall take effect on January 1, 2014.

              SECTION 7.  Section 2 shall take effect on January 1, 2015.

              SECTION 8.  Sections 3 and 4 shall take effect on January 1, 2016.
