[Sponsors] Mr. Toomey of Cambridge moves to amend the text of the bill in Section 2, in line item 1775-0100, by inserting after the words “Program Reconstruction in fiscal year 2012;” the following words:- provided further, that the division shall accept applications for special circumstances for salary upgrades;
