Amendment #597 to H3400

Mental Health

[Sponsors] Representative Balser of Newton moves to amend H3400 in section 2, in item 5046-0000, in line 6, by inserting after the word “facilities” the words:

; provided further, that not less than $7,000,000 shall be expended for services needed to manage client care in the community in proportion to reductions in inpatient capacity; provided further, that said services shall include, but are not limited to, residential, clinical and support services to appropriately discharge an adult to the community and to provide them with the services necessary to manage their illness and to support recovery; provided further, that said funds shall not be expended prior to the Department of Mental Health’s submission of a plan to the Speaker, the Senate President, the House and Senate Committees on Ways and Means, and the Joint Committee on Mental Health and Substance Abuse Services detailing the number of individuals to be discharged, the facilities from which they will be discharged, and the specific community-based services that will be developed to assist them in the community”; and in said item by striking out the figures “$323,197,164” and inserting in place thereof the figures “$330,197,164”.
