Open Checkbook for Quasi-Public Entities, Charities, and Municipalities

Representatives Jones of North Reading, Peterson of Grafton, Hill of Ipswich, Poirier of North Attleborough, deMacedo of Plymouth, Adams of Andover, Barrows of Mansfield, Bastien of Gardner, Beaton of Shrewsbury, Boldyga of Southwick, D'Emilia of Bridgewater, Diehl of Whitman, Durant of Spencer, Fattman of Sutton, Ferguson of Holden, Frost of Auburn, Gifford of Wareham, Harrington of Groton, Howitt of Seekonk, Humason of Westfield, Hunt of Sandwich, Kuros of Uxbridge, Levy of Marlborough, Lombardo of Billerica, Lyons of Andover, O'Connell of Taunton, Orrall of Lakeville, Ross of Attleboro, Smola of Palmer, Vieira of Falmouth, Webster of Pembroke, Winslow of Norfolk and Wong of Saugus moves to amend the bill by inserting, after section xx, the following section:—

SECTION XX. Section 14C of chapter 7 of the General Laws, as appearing in the 2010 Official Edition, is hereby amended by inserting after the word “”association” in line 13 the following phrase:— “a public charity holding funds subject to the provisions of section 8 of chapter 12,”

SECTION X. Said section 14C of Chapter 7 is hereby amended by adding, at the end thereof, the following:—

(h) The searchable website shall be updated to include items in subdivisions (1) through (6) of this section, if applicable, relative to any quasi-public agency in the Commonwealth by December 31, 2015. For purposes of this section, “quasi-public agency” shall mean any authority or entity established by the General Court to serve a public purpose including, but not limited to, Bay State Skills Corporation; Boston Metropolitan District; Centers of Excellence Corporation; Community Economic Development Assistance Corporation; Community Development Finance Corporation; Government Land Bank; Massachusetts Bay Transportation Authority; Massachusetts Business Development Corporation; Massachusetts Convention Center Authority; Massachusetts Corporations for Educational Telecommunications; Massachusetts Educational Loan Authority; Massachusetts Health and Educational Facilities Authority; Massachusetts Horse Racing Authority; Massachusetts Housing Finance Agency; Massachusetts Industrial Finance Agency; Massachusetts Industrial Service Program; Massachusetts Port Authority; Massachusetts Product Development Corporation; Massachusetts Technology Development Corporation; Massachusetts Technology Park Corporation; Massachusetts Department of Transportation; Massachusetts Turnpike Authority; Massachusetts Water Resources Authority; Pension Reserves Investment Management Board; State College Building Authority; Southeastern Massachusetts University Building Authority; Thrift Institutions Fund for Economic Development; University of Lowell Building Authority; University of Massachusetts Building Authority; and the Water Pollution Abatement Trust.

(i) The searchable website shall be updated to include items in subdivisions (1) through (6) of this section, if applicable, relative to any city, town or municipality in the Commonwealth by December 31, 2017.

SECTION XX. Said section 14C of Chapter 7 is hereby amended by adding the following subsection:—

(j) the searchable website shall allow users to search by agency if such agency provides awards to a public charity holding funds subject to the provisions of section 8 of chapter 12.”.
