Public Higher Ed. Scholarship Program

Mr. Koczera of New Bedford moves to amend the bill in Section 2, line-item 7070-0065 by striking the item in its entirety and replacing it as follows:

7070-0065 For a scholarship program to provide financial assistance to Massachusetts students enrolled in and pursuing a program of higher education in any approved public institution furnishing a program of higher education; provided, that funds from this item may be expended on the administration of the scholarship program; provided further, that the commissioner of higher education, in coordination with the Massachusetts state scholarship office, shall adopt guidelines governing the eligibility and the awarding of financial assistance; and provided further, that funds from this item shall be in addition to $1,000,000 made available by the Massachusetts Education Finance Authority in fiscal year 2013 for a program of needs-based financial assistance for Massachusetts residents enrolled in and pursuing a program of higher education at the University of Massachusetts, the state universities or the community colleges .................... $86,507,756
