Early Education and Care Salaries and Rates

Representatives Forry of Boston, Binienda of Worcester, Calter of Kingston, Chan of Quincy, Dwyer of Woburn, Ayers of Quincy, Coppinger of Boston, Collins of Boston, Galvin of Canton, Murphy of Weymouth, Kane of Holyoke, Farley-Bouvier of Pittsfield, Cariddi of North Adams, Andrews of Orange, Sciortino of Medford, Walsh of Boston, Fresolo of Worcester, Madden of Nantucket, Sánchez of Boston, Lawn of Watertown, Swan of Springfield, Miceli of Wilmington, Benson of Lunenburg, Straus of Mattapoisett, Cabral of New Bedford, Wolf of Cambridge, Fox of Boston, Conroy of Wayland, Fennell of Lynn and Cusack of Braintree move to amend the bill in section 2 by inserting after item 1599-0026 the following item:

 

“1599-0042  For a reserve to further improve the quality, infrastructure and capacity of the early education and care system in the commonwealth; provided further that these funds shall be used to ensure stability in programs funded in items 3000-3050, 3000-4050 and 3000-4060; provided  further, that the increase shall be directed to expenditures for salaries for staff, employee and employer benefit costs; provided further that, payments from this reserve shall be distributed by the department of early education and care to increase reimbursement rates for subsidized early education and school age care; provided further that funds appropriated herein shall be used to  increase such rates by an equal percentage for all said providers………………………….$25,000,000"
